Hon’ble Prime Minister of India, Shri Narendra Modi launched the National Portal for Rooftop Solar on 30/07/2022 .
PM Surya Ghar Muft Bijli Yojana targets installation of 1 crore solar rooftops in residential sector. It is estimated that to undertake these targeted installations, the 1 lakh teams comprising 3-4 technicians working full time would be required. In order to ensure that sufficient teams are available at the ground level, to ensure better consumer experience and ensure quality installations under the scheme, it is imperative that skilling and capacity building of field personnel, including installation teams, design teams and vendors is undertaken in a structured and planned way.
Ministry of New and Renewable Energy (MNRE) intends to impart training on installation, operation, maintenance and repairs of solar rooftop systems at grass root levels for ready availability of trained manpower to undertake the job roles of Technicians, Installers, Engineers, Supervisors, Vendors etc. for solar rooftop systems.
Additionally, the Capacity building of other relevant stakeholders is also to be undertaken, including DISCOM officials, banking/Financial Institution officials, officials and teams of other Ministries and Departments of Central and State Government (for effective convergence of efforts), State renewable energy development agencies (REDA), users etc. MNRE has issued comprehensive guidelines for skilling and capacity building under PMSGMBY vide OM dated 18th July, 2024.
Aims and Objectives :
To create more than 3 lakh skilled manpower, through fresh skilling, and up-skilling, under scheme component of capacity building, out of which at least 1,00,000 will be Solar PV Technicians.
To undertake capacity building of DISCOMs, REDAs, Financial Institutions as well as officials, field units and stakeholders of other Ministries/Departments at the Centre and State levels, through constructive convergence of efforts.
Implementation Framework:
REC Ltd. has been appointed as National Program Implementing Agency (NPIA) for the scheme, which is responsible for implementation and monitoring of the Skilling and Capacity Building across India at National Level as well as State Level through State Implementation Agency (SIA) .
Various Skilling and Capacity Building Programs are started such as :
Training of Solar Installer Engineers/ Technicians
Training of Rooftop Solar Supervisors
OJT – Trained Installers/ Suryamitras
Training for Entrepreneurs as Vendors
Training of DISCOM Employees
Training of Helpers/ Assistant Technicians
Components of Skilling and Capacity Building Action Plans
a) The Skilling and Capacity Building Action Plan (SCBAP) may, among others, include the
following major components:
i) Plans for Up-skilling and re-skilling along with Recognition of Prior Learning (RPL)
(online & offline):
The up-skilling category of the trainings will be with duration ranging from 30-132 hours. Candidates with prior learning experience or skills will be certified with due assessment. This shall enable youths to obtain industry relevant kill certification. Emphasis will be given on upskilling and interested candidates will have to undergo coursework for certification at a higher level based on assessment.
All the up-skilling programs shall be conducted in classroom mode at empaneled Training Centers with adequate on-the-job training/apprenticeship. Special focus may be given to Government ITIs to undertake an up-skilling module to current and passout candidates, trained in related trades like Electrician, etc., for ensuring quality of manpower under the scheme.
ii) Short term Trainings (STT): The STT skill courses shall be National Skills Qualification
Framework (NSQF) aligned modular courses of 200-600 hours duration. Training will be delivered through accredited and affiliated training centres. On-the-job training (OJT) will be as per the approved Qualification Packs (QPs) /course materials and may be delivered at the affiliated Training Centre or industry premises.
Solar PV power plant projects are growing rapidly and there is more demand the future too.
Solar PV Project Helper will assist the site supervisor, technicians and project head during
installation, commissioning, operation and maintenance of Solar PV power plants. The job role is required for all project types starting from rural and interior areas to urban, national and international spaces. Hence, the scope of employment for Solar PV Project Helperis on the rise.
There are multiple skills such as civil, electrical, mechanical, control room assistance and report generation. Therefore, Solar PV Project Helper will not have monotony in work. Change of work on rotational basis is an added advantage within this short module of training.
The job of the Solar PV project Helper requires the individual to concentrate on the work at hand and complete it without any accidents. Awareness and adherence to safety protocols are critical attributes for individuals performing this role.
The candidate must be good at following the instructions of the supervisor. Solar PV Project Helpers shall assist in site survey, erection and commissioning activities and maintenance
activities for solar PV power plants and off-grid solar systems. The work may be in the rooftop of buildings of schools, colleges, restaurants, houses, hospitals, government offices, railway stations, bus stations/stands, resorts, apartments and similar places. The work may be in open grounds, fields, converted sites, water bodies and different terrains.
The capacity of the plants may be from 1 KW to large mega Watts. It may also be limited to small installations but in large numbers such as automatic street lights, solar water pumps for irrigation, etc. Future expansion possibilities for waste water treatment and similar areas where need-based huge investment prospects are to grow very rapidly. Hence the overall manpower requirement is assured and projected to grow in installation, operation and maintenance activities.
